20 Years of Supervision Expertise

cFive was founded in 1999 as Capita Technologies, a systems integrator and developer of custom software and mission critical applications for large government agencies. Over time, the company developed an expertise in community supervision by partnering with state and county agencies to develop solutions for their specific needs and consult with them to solve their most rigorous problems. Today, cFive provides unique, data-driven solutions for some of the largest and most progressive supervision agencies, by enhancing their decision-making with simplified, powerful, and insightful software. Our solutions connect people with data, helping them reduce recidivism, improve lives, and keep communities safe.

cFive is led by an executive team that has more than 110 years of experience working with and for criminal justice agencies, and are authorities in delivering solutions for community supervision agencies. Throughout our history, we’ve made it a priority to work with our customers and industry experts to learn about their challenges, concerns, and desired outcomes. We’re focused on delivering solutions that address them. We don’t profess to know it all, but we do know when we work together to improve agency effectiveness, reduce recidivism and keep communities safe, we all win.

Our Leadership Team

Jeremy Burr

Chief Executive Officer

Our CEO, Jeremy Burr, is on a mission to transform the world of community supervision, with a focus on helping agencies make data-driven decisions, and helping case managers work more closely with clients, not computer screens.

Previously, Jeremy was Chief Executive Officer of EM-Assist, Inc., a leading provider of software and services to government customers located throughout the United States, where he was responsible for leading the development and implementation of the company’s strategy. Under Jeremy’s leadership, EM-Assist grew to 150 employees before he sold the business to Cardno Limited, an Australian publicly-traded company.

Throughout his career, Jeremy has invested in and served on the Boards of Directors of numerous software and technology companies, including software companies with solutions that help county, state, and federal agencies improve the efficiency of their business operations.

Jeremy holds a Bachelor of Arts degree with Highest Honors in Economics and Astrophysics from Williams College, and he holds an MBA from the Harvard Business School.

James Newman

Senior Vice President

James brings a wealth of criminal justice industry knowledge spanning a 30+ year career in the Information Technology field.

James has worked for some of the most respected companies in the industry where he has extensive experience working with multiple criminal justice agencies to include corrections, probation, parole, pre-trial, public defender, courts and juvenile justice.

He has built world-class sales and marketing organizations and has consistently developed the infrastructure, processes and teams required for success.

Guy Mahoney

Senior Vice President

Guy has more than 15 years’ experience leading research, product development and systems integration teams for organizations with a criminal justice focus.

Guy has managed research and software product development for a diverse range of products including biometric multi-tiered identification systems, mobile capture, access control, jail/corrections management systems, offender management, booking/enrollment solutions and passport/document solutions.

Throughout his career he has been responsible for many significant industry advancements including orchestrating the development of the state of the art Automated Fingerprint Identification System (AFIS).

Guy joined cFive in March 2016, and is responsible for research and development, product design, and quality assurance.
